I don't know what this is , but it sure looks like a neck and skull. Delta is well known for being a rich area for fossils. What I am familar with is much older though Cambrian Period. Predating any animals with skulls by millions of years. If you remember where you found it check a stratigraphy map of the area. That will tell you the age of the rocks at the surface.
