Willamette River Find

I have no fossil expertise, but found the shape and texture of this odd. Thought it may be a smoothed claw or digit? Would be great to get a definitive "this is a fossil" or "This is a rock". Dad and sons waiting for your insight :-)

I don't have much for you. This rock has been worn by the river and because of the river it could have come from anywhere upstream.

It looks like it could be volcanic because of the holes on the surface.
